Tool time is calculated based on weighted hourly totals, as opposed to simply the number of observations within that time frame. The screenshot below shows the difference between methods.

The bottom graph shows the total number of observations by hour. The top graph shows the weighted tool time percent. Essentially, in the unweighted format, the tool time readings at 1:00 p.m. (50.4% tool time) would have counted 1.5 times as much as the readings at 10:00 a.m. (45.5% tool time). In the weighted format, all are counted equally as long as they are over the 100 observations in an hour threshold.

Weighing the observations this way results in avoiding skewed data due to fluctuations in productivity.
